4. A short discussion took place as to
whether the appreciation by the Chief of the
Imperial General Staff, which the Cabinet at the
meeting on the previous evening (see marginal note)
had decided should be sent to Shanghai, should be
addressed to the Officer Commanding the Indian
Mixed Erigade, who was commanding the troops
already at Shanghai, or to the Naval Commander-in-
Chief, who was still responsible for the
protection arrangementa.
